The seminar addresses judges and public prosecutors who are dealing with cases in national security criminal law. The conference is aiming to enhance the exchange of experiences and to support the further networking of judges and public prosecutors concerned with national security law cases.
The seminar will pay special attention to the following issues:
  • overview of the situation on political terrorism in Germany
  • challenges for the Prosecutors General and higher regional courts concerning the increasing number of cases in national security criminal law specifically in the field of Islamist phenomena
  • specifics in investigations of participation in criminal offences abroad (analyses of media sources, cooperation with intelligence service departments)
  • practical challenges and judicial limitations in the extraction and utilization of telecommunication surveillance data, source telecommunication surveillance, information from providers (WhatsApp or Facebook)
  • current challenges in investigations into right- and left-wing extremist phenomena
  • current legal developments with special consideration of the state protection criminal law (German Criminal Code paragraphs 89a pp and 129a pp [Strafgesetzbuch])
