Social Code Vol. XIV – A milestone for victims of violence?

theme No.: 31b
responsible federal state: Federal Government
date: 16.10.2023 - 20.10.2023

This conference is aimed first and foremost at judges from social and criminal courts.
Social Code Vol. XIV enters into force on 1 January 2024. The aim of the conference is to offer the participants a guide to the changes brought about by the move away from the Act on Compensation to Victims of Violent Crime (Opferentschädigungsgesetz) to the Social Code Vol. XIV, as well as introducing the new volume of the Social Code itself, and to look at matters from the view of both the victims and the perpetrators, representing a paradigm shift in the rights of victims. The conference should be of interest to criminal law judges in particular, as it deals with offences against the free will of the victim (as the law is changing to take account of offences committed using psychological violence and thus no longer just physical attacks). The focus will be on Social Code Vol. XIV, especially as relates to rapid assistance and the topics of:
  • First aid at trauma clinics
  • Case management as a form of rapid assistance; emergency services, and
  • Directions given to case managers by type of case and institution.
Issues relevant to the change in the law will be discussed with experts, most significantly psychotherapists and members of the emergency services, to enable legal practitioners to gain new knowledge and insights useful for their everyday work.
